Positive lists

The positive lists are lists of energy storage units, generators and inverters that Green Power Denmark has assessed to be in compliance with the technical requirements for connection to the distribution network. The positive lists are applicable to small energy storage units and generators up to 125 kW.

When the distribution company receives a request for grid connection of a concrete energy storage facility or generating plant up to 125 kW, in the majority of cases they will base their approval of the units in the concrete facility or plant are on the positive list. As a result of this the facility or plant owner is generally not required to include extensive technical documentation.

It is free for a unit or inverter to gain entry on a positive list.

Green Power Denmark will expand the positive lists to include facilities and plants up to 1MW

Green Power Denmark is in the process of expanding the positive lists to include facilities and plants up to 1MW.

This means that the positive lists will encompass type B installations in low-voltage networks, including solar PV systems, energy storage systems, etc.

If you are a manufacturer or supplier interested in participating in the evaluation process for expanding the positive lists or have any questions, please contact us via positivlister@greenpowerdenmark.dk. The evaluation process includes the opportunity to demonstrate compliance with additional requirements for type B facilities and plants. Additionally, there is an option for pre-evaluation of power quality for units designed to be part of facilities and plants exceeding 50 kW.

How do units or inverters get included in a positive list?

Suppliers or manufacturers send the required documentation to positivlister@greenpowerdenmark.dk.

Based on the submitted documentation, and on behalf of the Danish distribution companies, Green Power Denmark will assess whether the unit or the inverter has the necessary features and functionality. If these are assessed to be in compliance with the technical requirements, the unit or inverter will be included on the positive list.

The following documentation MUST be attached to the application for entry on a positive list:

  • Annex 1 (B1.2) of the relevant regulation for power-generating plants, which can be found on the page Tekniske krav og vejledninger – Produktion.
The annex will be used to check whether that the applicant has considered and documented all the required features and necessary functionality.
  • Technical documentation which documents the responses given in Annex B1.2.
  • CE Declaration of conformity.
The declaration of conformity can be used to check which standards are used in relation to e.g. power quality.

If a unit includes electrical energy storage, then Annex B1.2 from Energinet Technical Regulation 3.3.1 for electrical energy storage facilities is to be used instead.

If a unit includes both production and electrical energy storage, the requirements for both types must be documented, and the application document for hybrid units may be used to ease the process. The document combines the requirements from both B1.2 for production and B1.2 for storage into one.

All units and inverters on the positive list are evaluated as individual units/inverters.

Suppliers and manufactures must themselves contact Green Power Denmark to have their electrical energy storage unit, generator or inverter assessed based on the technical requirements.

Declaration of Conformity

For new devices seeking inclusion on the positive list, a declaration of conformity must be submitted by the manufacturer or supplier. The purpose of the declaration of conformity is to confirm that the applicant is familiar with Energinet's validation method for RoCoF and that the device complies with the requirements for Rate of Change of Frequency robustness (RoCoF).

Existing devices on the positive list will remain on the list, as the RoCoF requirements are unchanged.

What is the legal status of the positive lists?

Entry on a positive list is not a formal approval of a unit or a power grid component. The assessment is only indicative, and a distribution company can therefore always request documentation in accordance with the relevant technical requirements in relation with specific cases of grid connection.

Note:
Facilities and plants based on units/inverters that are included on the positive list are required to comply with the relevant power quality requirements. In some cases there might be a need for additional documentation of compliance with the power quality requirements when connecting a facility or plant to the distribution grid.

Documentation received during the application to the positive list will be forwarded to the distribution companies upon request from the distribution companies.
